When training pipelines expand faster than real demand, the headline says growth—but the labor market tells a different story

There is a recurring pattern in how new industries are introduced to the public.
It begins with a breakthrough narrative. A new technology emerges—clean energy, artificial intelligence, advanced manufacturing—and it is immediately framed not just as innovation, but as a source of jobs.
Then come the announcements.
Funding is allocated. Partnerships are formed. Training programs are launched. The numbers sound large and immediate—tens of thousands of workers trained, millions invested, entire sectors positioned as the future of employment.
But when you slow down and separate the language from the underlying mechanism, a different reality starts to take shape.
That’s exactly what we’re seeing with Google’s recent partnership to fund AI training for thousands of American manufacturing workers.
On its surface, this is being presented as a workforce growth story.
In structure, it is something else.
This is not a job creation program.
It is a workforce positioning program.
And we’ve seen this model before.
The announcement centers on funding—approximately $10 million—to support AI-related training, certifications, and apprenticeship expansion, with a target of reaching around 40,000 workers.
That sounds like scale.
But scale in training does not equal scale in employment.
There is no requirement embedded in this program that companies hire these workers. There is no guarantee of job placement. There is no publicly emphasized metric tying certification to employment outcomes.
What is being measured is participation.
What is being implied is job creation.
Those are fundamentally different things.
To understand why this matters, you have to revisit the American Recovery and Reinvestment Act of 2009 under Barack Obama.
That initiative invested heavily in what were described as “green jobs”—solar installation, energy efficiency retrofitting, and related fields.
The assumption was straightforward:
Train the workforce, and the jobs will follow.
The idea of “shovel-ready jobs” was presented as immediate—projects ready to begin, workers ready to be employed, and a direct line between funding and job creation.
But that’s not how it played out.
Even at the highest levels, it was later acknowledged that many of those jobs were not actually shovel-ready. Projects required planning, approvals, coordination, and capital alignment that delayed or limited hiring. In many cases, the workforce was trained and positioned ahead of demand that either arrived much later—or never materialized at the scale that had been implied.
That gap between promise and execution is not just a historical footnote.
It’s a structural warning.
Because when training pipelines are built on timelines that don’t match real economic demand, what you get isn’t job creation.
You get preparation without placement.
There’s an important reason this pattern stands out.
I’ve been inside this system.
This doesn’t mean the jobs won’t come.
But we’ve seen what happens when that assumption gets ahead of economic reality—because I was directly involved when it happened.
During the push for so-called “shovel-ready jobs,” I worked on the education and training side with workforce programs connected to organizations like the Texas Workforce Commission, Austin Energy, and Austin Community College. I was in the meetings where curriculum was being developed and funding was being allocated to scale training programs rapidly.
What stood out wasn’t just the speed.
It was what wasn’t being asked.
There was very little focus on whether the underlying job market actually existed at the scale being projected. The emphasis was on building programs, deploying funding, and getting training infrastructure in place.
At the same time, the economics—particularly around technologies like residential solar—did not support mass adoption. The cost-benefit equation wasn’t there. The market signals weren’t there.
And yet the training pipeline moved forward at scale.
That’s a structural flaw.
The system was designed to fund training first and ask questions about demand later—if at all.
Because when funding is tied to building programs rather than validating demand, the system naturally prioritizes activity over outcomes.
Curriculum gets built.
Programs get filled.
Money gets spent.
But whether those trainees transition into sustained employment becomes a secondary question.
That’s exactly what creates poor return on investment.
Not because the intent was wrong—but because the incentives were misaligned.
The result was predictable.
A significant amount of taxpayer-funded training was deployed into a market that was not ready to absorb it at scale.
And when that happens, the ROI is not just low.
It’s structurally compromised from the beginning.
To be clear, not everything in this AI initiative is without value.
There are real components here—particularly in apprenticeship expansion and workforce exposure to new tools.
But the headline is being driven by AI. And more specifically, by a type of AI engagement that is easy to scale and easy to measure.
There are two distinct layers inside programs like this, and they are not the same thing.
The first layer is AI literacy. This includes learning to use productivity tools, prompting business software, integrating platforms like Microsoft Copilot or Google Workspace AI into daily workflows, and completing foundational certifications that signal general digital fluency.
These skills have real value. They can make existing workers more efficient and reduce friction in how organizations adopt new technology.
But they are not manufacturing jobs. They are enhancements to jobs that already exist.
The second layer is what actually anchors industrial employment: PLC programming, robotics integration, CNC systems augmented by machine learning, computer vision for quality control, and engineering-level process automation.
These roles require extended training, hands-on equipment access, and employer infrastructure to develop properly. They are harder to build, slower to certify, and directly tied to whether companies are actually deploying these systems at scale.
The wage gap between these two layers is not incidental. It reflects the real difference in skill depth, scarcity, and actual employer demand.
The reason Layer 1 drives the headline is straightforward: it is faster to deliver, cheaper to fund, and easier to measure.
You can train thousands of workers in AI tool usage in a matter of months.
Building a technically certified automation workforce takes years—and requires coordinated investment from employers who must actually deploy the systems those workers are being trained to operate.
That is not a criticism of AI literacy.
It is a distinction that matters when the metric being reported is “workers trained” and the outcome being implied is “jobs created.”
Because when those two layers get blended into a single number—40,000 workers—the headline sounds like a manufacturing workforce transformation.
What it may actually represent is a large group of workers who are better at using software, alongside a much smaller group on a path toward roles the market has not yet fully defined or broadly deployed.
The second layer determines whether jobs actually exist.
The first layer determines whether the press release sounds compelling.
And right now, most of what’s being scaled is the layer that’s easiest to count—not the one that actually builds the jobs.
This pattern repeats because the incentives are aligned that way.
Organizations can fund training quickly, announce large participation numbers, and show immediate activity.
They cannot force private-sector hiring, accelerate capital investment cycles, or guarantee labor-market absorption.
So the metrics shift toward what can be measured easily.
People trained. Programs launched. Certificates issued.
But those are inputs.
The outcomes that actually matter are different.
People employed. Wages increased. Careers sustained.
When input metrics are presented as outcome indicators, you get a narrative that feels like job growth without actually proving it.
There is a legitimate long-term case for preparing workers for AI.
But there is also a real short-term risk.
If training expands faster than demand, workers invest time into skills that aren’t immediately monetizable, expectations are set that the market cannot meet, and credential inflation increases—more certifications, the same number of jobs.
That doesn’t just create inefficiency.
It erodes trust.
Because from the worker’s perspective, the message is simple: train for this, and opportunity will follow.
If that doesn’t materialize, confidence in both institutions and industries declines.
This is not about whether AI will matter.
It will.
This is about timing, incentives, and economic reality.
We are seeing a familiar sequence: a new technology framed as a job creator, training programs deployed ahead of full-scale demand, participation metrics elevated as evidence of progress, and labor-market outcomes that remain uncertain.
That doesn’t mean the jobs won’t come.
It means they are not here yet.
And that distinction matters.
Because if we fail to separate training from employment—if we treat preparation as proof of economic output—we risk repeating the same cycle under a different name.
AI instead of green energy.
Certificates instead of credentials.
But the same underlying question remains.
Is the market actually demanding what we’re training people to do?
That is the question that determines whether this is workforce development—or just workforce positioning.
And reading between the lines, what we’re really seeing is not a surge in job creation.
It’s a system preparing for a future that hasn’t fully arrived.
